An electric vehicle (EV) manufacturer announced that its subsidiary, Bollinger Motors, has reached a significant milestone with its B4 all-electric, Class 4 low cab forward chassis truck, earning certification from the California Air Resources Board (CARB).
The CARB certification is essential for selling vehicles in CARB-compliant states, which include California, Colorado, Connecticut, Delaware, Maine, Maryland, Massachusetts, New Jersey, New Mexico, New York, Oregon, Pennsylvania, Rhode Island, Vermont, and the District of Columbia. These states have adopted vehicle standards under Section 177 of the Clean Air Act (42 U.S.C. §7507), requiring additional approvals beyond Environmental Protection Agency (EPA) regulations.
This certification paves the way for Bollinger Motors’ customers to access additional state incentives, including California’s HVIP (Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project). Combined with the B4’s $40,000 IRS rebate, HVIP could provide up to $60,000 in rebates, potentially offering up to $100,000 in total savings.
Bollinger Motors is set to begin production of the B4 on September 16, 2024, with customer deliveries scheduled to start in October.

The CARB certification adds to Bollinger Motors’ recent achievements, including the EPA Certificate of Conformity, full warranty coverage for the B4 chassis cab, and several significant sales agreements: 145 vehicles to Momentum Group, 70 to Doering Fleet Management, and 50 to EnviroCharge. Additionally, Bollinger has expanded its dealer and service network with TEC Equipment, Affinity Truck Center, Nacarato Truck Centers, Nuss Truck & Equipment, and LaFontaine Automotive Group. The company has also partnered with Our Next Energy for battery packs and teamed up with Syncron for warranty administration and Amerit Fleet Solutions for mobile service.
