ComEd Expands Rebates to Support Pre-Owned Electric Fleet Vehicles in Northern Illinois
To drive the equitable growth of electric vehicles (EVs) in northern Illinois, ComEd has announced that its EV rebate program for business and public sector fleets now includes certified, pre-owned electric fleet vehicles and repowered battery electric vehicles. This expansion aims to help lower the costs of converting commercial and public sector fleets to electric. “We want to make the switch to EVs as accessible as possible, so ComEd continues to add resources and programs to remove barriers like cost from EV adoption,” said Melissa Washington, ComEd’s Senior Vice President of Customer Operations and Strategic Initiatives. “By offering rebates at the same levels for pre-owned and new EVs, we’re enabling a more affordable path to EV adoption and enhancing the clean air benefits of fleet electrification for our communities.”
The ComEd Pre-Owned Electric Fleet Vehicle Rebate provides commercial and public sector customers—including businesses of all sizes—rebates ranging from $5,000 to $180,000, based on vehicle class and customer eligibility in low-income or equity-investment eligible communities (EIEC). To qualify, customers must submit a rebate application within 90 days of vehicle delivery. Applications are available at ComEd.com/clean.
“Expanding programs like ComEd’s Pre-Owned Electric Vehicle Rebates is crucial for increasing access to EVs across Illinois,” said Megha Lakhchaura, EV Officer for the state of Illinois. “For many businesses and public entities, pre-owned EVs can serve as an accessible entry point to electric vehicle adoption, supporting fuel savings and zero-emissions goals.”
The expanded rebates align with Illinois’ Climate and Equitable Jobs Act (CEJA), which targets putting 1 million EVs on Illinois roads by 2030. Illinois has over 116,000 registered EVs, many owned by ComEd customers. Jennifer Morand, President of the Chicago Automobile Trade Association (CATA), noted that the growing interest in certified, pre-owned EVs supports this vision: “CATA dealers are proud to support EV growth, and the ComEd Pre-Owned Electric Fleet Vehicle Rebate helps us offer a wider range of affordable options for customers entering the EV market.”
ComEd’s EV rebate initiatives for residential, business, and public sector customers are designed to ensure equitable EV access, reserving over half of all funds for low-income and EIEC customers. Since launching with nearly $90 million in rebates, these programs are set to expand further in 2025.

ComEd also offers a range of resources to support EV adoption, including an EV Toolkit with EV load capacity maps, fleet electrification assessments for commercial customers, and a make-ready reservation process for EV infrastructure expansion. Through these initiatives, ComEd remains committed to making EV funding accessible to all qualifying customers, furthering EV adoption and clean air efforts across northern Illinois.
